Lateran Treaty Treaty and concordat between the Holy See and
the Italian government of Benito Mussolini signed on February 11, 1929. The
agreement established the State of the Vatican City as a sovereign state, the
sovereign independence of the Holy See in international affairs, and the Holy
See's jurisdiction in Vatican City. Recognition extended as well to
extraterritorial holdings such as Castel Gandolfo and the Lateran Church. The
Italian government also confirmed the Catholic religion as the only faith of
Italy, called for Catholic education in schools, gave freedom for Catholic
Action, and compensated the Holy See for the loss of the Papal States by paying
seven hundred fifty million lire in cash and one billion lire in five-percent
negotiable government bonds. In return, the Holy See recognized the loss of the
Papal States, the Italian state, and Rome as the capital of Italy. Also, before
taking possession of their dioceses, all bishops were to take an oath to the
king. The main representative of the Holy See in the negotiation was Cardinal
Pietro Gasparri. Confirmed by the Italian Constitution of 1948, the treaty was
renegotiated in the 1980s; by the new terms the clergy ceased to receive a
government salary and mandatory Catholic instruction was ended. (See also Holy
